Yes, there will always be people who lie, cheat, steal and take advantage of the goodness and charity of others. The story you relate is disappointing and sad, but it is far from universal behavior of my neighbors in New Orleans.

Oh I'm sure its not everyone that is doing it but it seems to be that more people have taken advantage of this tragedy than any other tragedy in our nations history. There's got to be a reason for that.
